Brilliant force, when he gets to the last guy in the rotation:
“Would you like to switch or would you like to play mine?” Both options of course leading to the desired outcome. Not to mention higher scrutiny when dealing to himself, so he pulled this stunt to enable dealing favored cards to the guy on his left.
And remember, all this funny business is supposedly to make the game more”fair”, to compensate for his skill at manipulating cards–he is really manipulating people.
