The sad decline of law enforcement is BIG #1 SWAT Teams (and the frequent trumped-up raids they do) but a close #2 is ticket quotas.
Its all about making money, not enforcing the law. If people aren’t breaking the law, start writing bullshit tickets. I’m glad they tie in the “Broken Window Fallacy” into this.
This is not uncommon at all in Alabama.
