If they really wanted to stop AIDS, they would hand out free drugs, the people would O.D. before they could spread the disease.
I don’t know why the cops don’t bust those folks, isn’t it illegal to possess drug paraphernalia?
I’d also suspect that claiming that sharing a glass pipe somehow risks transmission of ANY disease is probable cause for search for possession of drugs.
